Eliminating poverty and improving people’s livelihood is the essential demand of socialism and the fundamental need of entering all-round well-off society. Through a brief analysis of the remarkable achievements in the poverty alleviation program in Shandong province，this paper discusses problems that encountered in process of poverty alleviation program，such as the toughness of poverty alleviation，the unsound system of elderly care service，and the imperfect social assistance system. The paper puts forward some suggestions on how to develop the rural economy，improve the elderly security system，construct the network of community home-based care service，and establish the insurance system for the accident injury of the rural elderly.
