In 2017，social security in Shandong province adhered to the principle of “full covered，basic-guaranteed，multi-tiered，and sustainable” and accelerated the integration of the social security system for both urban and rural residents. The reform of the pension insurance system for government employees has made great progress. The unified pension and medical insurance system for urban and rural residents has run smoothly and orderly over the year. The policy adjustment of basic pension schemes for retirees took both the unity of systems and the need of resolving historical conflicts and preventing new imbalance of interests into considerations. The direct settlement service for cross-province medical treatment has been achieved. The long-term health care insurance program expanded to more places over the province beyond the testing stage. The comprehensive registration of social insurance participants has nearly completed. Social security has effectively stabilized the economic development and improved the standard of living of the general public. In the meanwhile，the universally applicable pension and medical insurance has not covered everyone，and the fairness and sustainability of social security system are yet to be improved. New conflict of interests in the new era has put forward new demands on social security system. The social security work in 2018 should focus on promoting the reform and development in the fairness，sustainability，and mobility of the social security system，and thus make positive contributions to the innovative，sustainable and leading development in Shandong province.
