《“十三五”教育事业发展规划》与党的十九大报告所定的战略部署,均将优化教育资源配置、满足民众日益增长的教育需求当作首要任务。本文基于山东省教育厅的统计资料与2017年山东社会科学院山东省经济社会综合调查数据,以教育资源的“供需”平衡为着眼点,对山东省2016~2017年度基础教育阶段的城乡、地市和不同学校类型之间教育资源配置情况加以概述,同时针对教育工作中面临的诸如“入园难”“择校热”“民办弱”“职业冷”等主要问题进行分析,并以教育资源配置与教育需求的对接为目标提出对策建议。
<<In the “13th Five-Year Plan for Educational Development” and the report of the 19th National Congress of the Communist Party of China,optimizing the educational resources allocation and meeting people’s increasing education requirements are established as strategic disposition and considered as the top priority. Based on the statistical data offered by the Shandong Provincial Education Department and the data collected from Shandong General Socio-Economic Survey in 2017,this article describes the statu quo of the educational resources allocation that between urban and rural areas,that among different cities,and that among different types of schools in elementary education phases during 2016-2017,with the focus on the balance between supply and demand. Meanwhile,by analyzing some of the main problems in education,such as the difficulties in kindergarten entering,the battles for choosing best schools,the vulnerable situation of private schools and the overlook for the professional education,several policy proposals are going to be put forward in order to coordinate the educational resources allocation with the education requirements.
