In 2017，Shandong has conscientiously carried out the central decisions and the spirit of the 19th National Congress of the Communist Party of China，firmly oriented toward being at the forefront by boosting the transformation of old kinetic energy into new dynamics as a major project of economic development in the province. Shandong has focused its efforts on five major battles：safety in production，environmental protection，poverty alleviation，financial risk prevention and control，as well as social stability，so that the economic structural reform has been expected to be tightly connected with the promotion of high-quality basic public services. More investments and reform efforts were made to improve people’s standard of living. The employment remained basically stable. The income of urban and rural residents increased steadily. The balanced development of elementary education has been rapidly advanced. The social security and safety net has been strengthened. 832 thousand people who used to live under the provincial poverty line have been out of the poverty. The integrated treatment of salient environmental issues has greatly improved the ecological environment condition. The community governance system has been gradually modified. In order to construct Shandong province with strong economy and rich culture，there are still a number of risks and problems that need to be solved.
