During the construction of metropolitan area，there are various kinds of conflicts of interest and cooperation opportunities among regions and between cities and countryside. As a result，how to plan as a whole metropolitan area development resources，as well as coordinate the composition among cities and between urban and rural，to get high efficiency operation and high quality development，becomes animportant practical problem which a metropolitan area must faces with during its construction and involution home and abroad. In this paper，some countermeasures are put forward to establish high-efficiency mechanism of Zhengzhou Metropolitan Area（ZMA），according to its realistic foundation and strategic task，as well as experience and lessons from the development of metropolitan area home and abroad for reference，which can provide a scientific reference for the government to make decision related.
