As a typical cross-boundary cooperation area，there is always high competition and cooperation in urban agglomeration. By building a scientific and rational benefit sharing mechanism，the urban agglomeration canenhance the deve-lopment foundationthrough integrating the overall development resources and stren-gthening the space governance，which will reduce interest conflicts among urbans and other stakeholders fundamentally，so as to realize the co-construction and shar-ing co-government，as well as win-win cooperation，and finally it will be formed as urban landscape that the urban agglomeration is taken as the main form，and big and medium cities and small towns develops the coordinately.Through； 1） fully draw lessons from developed regions to establish the basic path of urban agglomeration benefit sharing mechanism； 2） thoughtfully understand the basic conditions and resources advantage for Zhongyuan Urban Agglomeration（ZUA）to construct benefit sharing mechanism； and 3） deeply analysesthe emphases and difficulty for ZUA to build benefit sharing mechanism，it was suggested construct that mechanism from four aspects，namely，leadership and organization mechanism，effective policy guarantee mechanism，function complementary resource and allocation mechanism，as well as scientific and reasonable evaluation of supervision mechanism. This mechanism are supposed for the government and its relative departments as decision supports to speeds up the construction of ZUA strategy.
