In recent years，with the expansion of urban scale and the promotion of urban village reconstruction，the number of resettlement communities has increased year by year. The resettlement community have unique characteristics in community environment，population structure，cultural atmosphere and operation mechanism. They also face poor environmental sanitation，legacy drag puzzle，unsound community management systems，and low level of citizenship.In this paper，the transformation and development of resettlement community should be promoted on the basis of rational organization relationship. Build a community governance structure in which government，community self-government organizations，social forces，and community residents participate together under the leadership of the Party organization，to maximize the maintenance of the harmony and stability of the resettlement communities and realize the benign governance of the resettlement communities.
