Year 2017 is the second year of implementation of the “thirteenth five-year-plan” of Henan and a deciding year for achieving an overall well-off society and fully promoting poverty reduction and alleviation program. The victory of the 19^th National Congress of the Communist Party of China has marked our proceeding into a New Era of Socialist of Chinese Characteristics and also implied Henan's stepping into a new journey of social-economic development. During this year，the province has witnessed a stable，advanced，and good social-economic development，with its public finance showing an sustained preference to people's livehood，educational field achieving stable promotion of comprehensive reforms，employment structure continuing to improve，incomes of both the urban and rural increasing steadily，poverty reduction and alleviation seeing a remarkable result，social insurance covering a larger area，project of healthy central plains benefiting all the people，social security and stability showing an overall good situation，social undertakings and public services undergoing all-round development，livehood construction proceeding sustainably，and people's well-being continuing to increase. All these show that Henan has made earnest and firms efforts and steps in the process of building a completely and moderately prosperous society and the process of making the central plains more colorful. But at the meantime，there are still some non-negligible challenges and obstacles in Henan's social development including，outstanding income gap and unsatisfied inclusive development，grim employment situation with key groups still facing huge pressure in finding jobs，unchanged situation of ecological environment deteriorating which need to be solved with keen responsibility，arduous task of targeted poverty reduction in process of achieve deciding victory of poverty reduction and alleviation，increasingly serious population problem that hindering the healthy and sound development of Henan's society and economy. Year 2018 is the fortieth anniversary of the reform and opening-up policy and also a key year of comprehensively complementation of the spirit of the Nineteenth National Congress of the Communist Party of China to speed up the inclusive development. And the prominent tasks of Henan in achieving an overall well-off society and advancing a comprehensive social construction and development will be to effectively improve the insurance and perfect people's livehood，vigorously promote construction of the system of elderly care service，carry out battle against poverty reduction with earnest efforts in order to fully complete targeted poverty reduction program，effectively implement supply side reforms in public services，and establish a social governance pattern characterized by co-building，co-governance and co-sharing with full strength.
