Based on examination of the development performance and difficulties of Jiaozuo City，this paper puts forward the strategy of the Second Transformation of Jiaozuo，including the transformation path，the development goal and the main countermeasures. Jiaozuo should Firmly set up The Five Development Concepts，embrace the three-strategic requirements of “innovation-driven，open-driven and eco-city”，closely grasp the four-strategic orientation of “Innovation Jiaozuo，Rich Jiaozuo，Beautiful Jiaozuo，Safe Jiaozuo”，focus on economic restructuring，urban upgrading，ecological optimization and welfare improvement，implement the three-strategy of “enhance degree of industrialization to develop city，promote integration of three industries，accelerate city-industry interaction”，bring traditional pillar industries bigger and stronger，cultivate and expand the strategic emerging industries，develop cultural tourism，e-commerce and other modern service industries，so that Jiaozuo could be a part of province’s “first square array” and a national model of second transformation of resource-based city through such Second Transformation and leaping development.
