吉林省社会保险政策与业务一直由省人力资源与社会保障厅统筹管理,主要由社会保险局和医疗保险局具体经办,延续了社会保险统一登记、独立征收、一体化经办服务的体制机制。目前实行征收管理与经办服务的“六统一”,即统一制度、统一缴费、统一待遇、统一基金使用、统一基金预算、统一业务规程。而为落实税务机关征收社会保险费,吉林地税部门也具备一定的优势:第一,架构完善、垂直管理、人员充足;第二,依法征税、执法能力较强;第三,征管体系科学完备;第四,部门协作密切;第五,检查机制健全,手段先进;第六,社会认可度高;第七,服务体系和手段便民。
