The design of questionnaire targeted at cadres and individuals falls into the following categories：assessment on efficiency and effect of the collecting institutions，satisfaction assessment on the processing of collection，choice made on the collecting modes，and envisions for the reform on social insurance collection system. The questionnaire analysis shows that both taxaztion authorities and social insurance administrations have respective advantages in fulfilling the collecting task and their efforts are acknowledged by cadres，general public and experts.Specifically speaking，the efficiency and effect of taxaztion authorities in the collecting is acknowledged by the third party and experts. The sustainable operation of social insurance system is an endeavor coordinatedly managed by many sectors. Consensus is reached regarding the unification of collecting subjects. The reform on social insurance collection sytem should keep in step with the reform on social security system. A unified actual rate of social insurance nationwide is demanded.The social foundation is good for the construction of a multi-pillar social security system.
