深圳市大鹏新区成立于2011年,随着新区发展建设不断深入推进,逐步暴露出一些制度上的问题。为进一步贯彻落实党的十九大关于生态文明建设的重要精神,理顺大鹏新区管理体制,亟须制定《深圳经济特区大鹏新区条例》(以下简称《大鹏条例》),从根本上解决制约大鹏新区发展的制度问题。报告在介绍大鹏新区的建立与管理体制概况及分析发展存在的主要问题的基础上,论证了制定《大鹏条例》的必要性和可行性,并对《大鹏条例》的制定提出有针对性、实操性的意见和建议,即明确新区的定位,并授权新区制定具体措施的权限;完善新区管理体制;解决新区规划建设问题;授权新区制定生态文明建设相关措施的权限;完善新区发展保障机制。
<<Shenzhen Dapeng new district was founded in 2011. With the development of the new area,some problems in the system are gradually exposed. In order to further implement The Nineteenth Congress of the Communist Party of China's spirit about construction of ecological civilization and to straighten out the management system of the Dapeng new area,the regulations on the new area of the Shenzhen Special Economic Zone(hereinafter referred to as “the Dapeng regulations”) need be urgently formulated to solve the problem of restricting the development of Dapeng new area. On the basis of introducing the general situation of the establishment and management system of Dapeng new area and the main problems existing in the analysis and development,the report demonstrates the necessity and feasibility of making the “Dapeng regulations”,and puts forward some pertinent and practical suggestions and suggestions for the formulation of the “Dapeng regulations”.
