The Report of the Nineteenth Congress of the Communist Party of China put forward that we must uphold the rule of law，build a government under the rule of law，promote administration according to law，and ensure reform in the track of rule of law. As a pilot field of pilot reform in China，the development of Shenzhen free trade zone can not be successful without a highly developed rule of law. As the leader of China's reform and opening up，Shenzhen is shouldering the responsibility of taking the first place in many fields. At present，the exploration of the government of the rule of law in the Guangdong free trade area is gradually being deeply rooted in the hearts of the people. The exploration of the rule of law under the framework of the free trade zone is not only conducive to the promotion of a fair，transparent，legal and predictable business environment for the free trade area，but also provides an excellent sample for the Chinese economy to achieve high quality transformation and development in the new era. On the basis of foreign experience，we should not only properly deal with the relationship between the rule of law and reform，realize the rule of law of the reform，but also deepen the reform of the administrative system and mechanism，construct the administrative system of the international standard，explore the comprehensive law enforcement mechanism，construct the comprehensive supervision system in the event and before the event，and jointly build the government of Qianhai free trade area under the rule of law in Shenzhen.
