This report，in view of the problems existing in the Shenzhen safety production legislation，combined with the new situation of Shenzhen's safety production and the actual needs，introduces the ideas and key contents of the legislation of Shenzhen's safety production，and puts forward the path，framework and concrete proposals of the legislation of the Shenzhen production safety. The report thinks that the legislative path of safety management can be divided into comprehensive legislation and special legislation. In the new safety production legislation，it should be considered to strengthen the government supervision of the safety production，strengthen the implementation of the responsibility of the main body of the safety production enterprises，and promote the social co governance of the safety production.
