本报告针对深圳市安全生产立法存在的问题,结合深圳安全生产新形势和实际需要,明确完善深圳安全生产立法的思路和需要关注的重点内容,提出深圳安全生产立法的路径、框架和具体建议。报告认为,安全管理立法路径可以分为综合立法和专项立法,共同推进。在新的安全生产立法中,应对加强安全生产政府监管、强化安全生产企业主体责任落实、推进安全生产社会共治等内容予以考量。
<<This report,in view of the problems existing in the Shenzhen safety production legislation,combined with the new situation of Shenzhen's safety production and the actual needs,introduces the ideas and key contents of the legislation of Shenzhen's safety production,and puts forward the path,framework and concrete proposals of the legislation of the Shenzhen production safety. The report thinks that the legislative path of safety management can be divided into comprehensive legislation and special legislation. In the new safety production legislation,it should be considered to strengthen the government supervision of the safety production,strengthen the implementation of the responsibility of the main body of the safety production enterprises,and promote the social co governance of the safety production.
