This article reviews the new progress in the construction of the first class rule of law in Shenzhen in 2017 from the aspects of legislation，the rule of law of the government，the judicature and the rule of law in the society，and points out that in the development of the rule of law in Shenzhen in the year of 2017，which are the optimization of the business environment through deepening of the reform of the commercial system，the development of commercial arbitration，the strengthening of the protection of intellectual property rights and so on，as well as the trend towards intellectualization of the law enforcement，Judicature and legal services through deep integration with information technology.This paper also looks forward to the development of the rule of law in Shenzhen in 2018，and puts forward relevant countermeasures and suggestions.
