基于中国人民大学休闲经济研究中心于2017年进行的国家休假制度改革调查数据,首先从周休制度、法定节假日制度、带薪休假制度三个方面探讨北京市居民休假现状,发现北京市居民休闲需求越发旺盛,但能全部享受休假天数的群体仅占34。2%,带薪休假落实率也仅达62。9%,居民迫切需要更多的休闲时间。周休时间长短会影响居民对周休制度的满意程度;春节休假时间太短使人们对法定节假日制度表示不满;带薪休假执行力度是职工认为影响带薪休假满意程度的关键因素。最后提出我国休假制度改革中长期方案,即实施“三步走”战略推进落实带薪休假制度;延长春节休假,增加元宵节假日;逐步推行“做四休三”制度。
<<Based on the survey data of the National Vacation System Reform conducted by the Research Center of Leisure Economy of the People’s University of China in 2017. It was found that the leisure needs of residents in Beijing are becoming more and more prosperous,but only 34.2% of the population can enjoy all days of vacation,and the implementation rate of paid leave is only 62.9%.. Residents urgently need more leisure time. The length of the weekly rest period will affect the residents’ satisfaction with the weekly rest system;the short holiday time in Spring Festival makes people unsatisfied about the statutory holiday system;insufficient enforcement of paid vacations is a key factor that employees believe affects the satisfaction of paid vacations. Finally,the medium and long-term plan for the reform of China’s vacation system is proposed,that is,to implement the “three-step” strategy for paid vacations,extend the Spring Festival and implement the “four-three-off” system in 2030.
