On March 5，2017，the State Council premier Li Keqiang indicated that China government would be actively to promote a deep-cooperation among the mainland，Hong Kong，and Macao，to play the unique advantages of Hong Kong（H.K）and Macao，and to elevate their position and function in national economic development and opening to the world. The construction of the large bay area of Guangdong，H.K and Macau was upgraded to a national strategy，and its development prospect will be attention. As a major part of the bay area construction，the public service will be the basic guarantee to realize the planning objectives. The construction of public leisure space is the important embodiment of the public services，and will be directly related to the residents leisure life of the big bay urban agglomeration. Therefore，drawing lessons from Tokyo，New York，San Francisco，the three bay areas’experience，playing their own advantages，clarifying future direction，and building the green public leisure space，is of great significance to the harmonious development of the large bay area of Guangdong，H.K and Macau.
