Since the beginning of reform and opening up to the present，the cooperation mode of the government and enterprise in regional development has already appeared for about 30 years. More than ten years ago，after the urbanization of our country entered the mid-term，the competition relationship between the cities appeared increasingly apparent，and Competition in the field of investment has become increasingly fierce. In order to speed up the development，improve the infrastructure conditions and boosting the competitiveness，local governments tried to introduce large investment enterprises to make comprehensive invest in industrial park，new town，and so on，the current mode of regional development has emerged. After more than ten years’ development，the theories，methods and tools of regional development have been gradually perfected in practice，but there are still some problems that cannot be ignored. In this paper，88 PPP projects of regional development which were signed in 2016 were used as sample to compared with single PPP projects in multi-dimension，through this comparison，seven characteristics of the PPP project of regional development are obtained. At the same time，the paper summarizes the main problems in the application of the PPP mode of regional development which were found in the course of research，and also makes some specific forecast expectations and suggestions for policy makers，local governments and investment enterprises for reference.
