目前，PPP相关顶层制度和政策缺失或不明确在相当大程度上影响甚至制约了我国PPP模式的发展，为此，本文提出研究制定PPP产业指导目录、尽快确定PPP项目的社会资本方范围、完善PPP项目相关土地使用政策、科学设定PPP项目合理的投资回报率、建立健全PPP信息披露制度等若干政策和制度完善建议。
<<Presently，the lackor the uncertainty of PPP top-level system and policy has influenced or restricted the development of PPP models in our country，therefore，in this paper，we propose the following suggestions：catalogue of PPP industry shall be formulated，the private sector of PPP projects shall be identified clearly、the related land use policy of PPP projects shall be improved，a fair ROI shall be set scientifically，and disclosure system of PPP projects shall be established and improved。
