2016~2017年,中国公共文化服务体系进一步完善,公共文化服务取得了前所未有的成就。从供给的角度来看,公共文化服务法律法规供给、公共文化服务资金供给、公共文化从业人员供给以及公共文化各分领域的服务供给都比较充分,尤其是《公共文化服务保障法》的出台,标志着公共文化立法工作取得了突破性进展。从消费角度看,公众基本公共文化服务消费水平有所提升,公众对政府购买公共文化服务供给的满意度增加。但从供需关系分析来看,中国公共文化服务仍然存在着专职人员缺乏、公共部门对文化消费引导不足、基本公共文化服务设施使用率偏低、均等化程度仍然偏低等问题。解决上述问题的对策是:加大文化服务专职人员培养力度、引入竞争机制;加强公共部门在文化消费中的引导作用;进一步完善和维护公共文化服务基础设施;继续进行政策调控、提高公众的文化消费意识等。
<<In 2016-2017,the public cultural service system in China has been further improved,and the public cultural service has achieved unprecedented level. From the perspective of supply in public culture service,there are abundant laws and regulations,capital and staff,as well as in different public culture fields,especially with the introduction of The Public Culture Service Law,which indicates the breakthrough of public culture legislation. From the perspective of consumption,the level of public consumption of basic culture service has also been improved,and the satisfaction of the public with the government’s purchase of public cultural services has increased. However,from the analysis of demand and supply,there are still many problems in China’s public culture service,such as the shortage of full-time staff,insufficient guidance of public sector on culture consumption,the low utilization of basic public cultural service facilities,and the low degree of balance of public culture service. To solve the problems mentioned above,it is necessary to enhance the training of professional staff in cultural services and introduce competition mechanism,strengthen the guiding role of public sector in cultural consumption,further improve and maintain the infrastructure of public cultural services,and continue to carry out policy control and promote the public awareness of cultural consumption.
