Cultural development index can accurately measure the status and level of cultural development in various regions，and provide useful reference for formulating corresponding public cultural policies. This report has built up a system of cultural development evaluation indicators consisting of 5 primary indicators，which are cultural input，cultural production，cultural supply，cultural dissemination and cultural consumption，and 44 secondary indicators. It provided an empirical analysis of the state of cultural development in the 31 provinces and autonomous regions of China. This report can make an accurate assessment of the level of cultural development in each region，and promote the improvement of the level of cultural development.
