近年来,中国政府对文化领域的投入正逐渐加大,更加重视对基层文化建设的投入,文化事业和文化产业快速发展,公共文化服务体系更加完善,“互联网+文化”成为文化传播和文化创新的重要形式,文化建设和发展在推动经济发展、优化社会氛围、塑造国家形象、满足人民日益增长的美好生活需要等方面的作用明显增强。中国文化发展目前还存在一些问题:基层公共文化管理人员缺乏,城乡文化资源分布不均局面没有得到彻底改观,网络文化产品监管还不到位,文化创意产业内容上的创新力度不够,文化生产的精品不多,文化交流活动“走出去”不够,等等。2018年和“十三五”时期,中国文化建设和发展要进一步深化文化管理体制机制改革,激发文化发展活力;加大公共文化服务力度,切实改变文化发展不均衡的问题;加强和规范网络文化监管,营造干净、健康、有序的网络文化空间;丰富文化创意产业的创新内容,着力打造文化精品工程;努力扩大国际性文化交流活动,扩大中国文化的对外影响力和竞争力。
<<In recent year,the Chinese government continued to increase its investment on culture. They emphasized on the investment of primary level cultural construction. As a result,cultural undertakings and industries developed rapidly. The public cultural service system improved significantly. The “Internet+Culture” became a major form of cultural communication and innovation. Cultural construction and development had notable effects on economic development,optimizing social atmosphere,building a positive national image,and fulfilling the people’s ever-growing needs for a better life. There are problems in the current development of Chinese culture:lack of primary level management personnel of public culture,no significant solution to the unbalance of distribution of cultural resources between urban and suburban areas,lack of supervision of internet cultural products,insufficient creativity of the content-based cultural innovative industry,inadequate competitive cultural production and lack of cultural communicative activities abroad. In 2018 and during the 13th Five-Year Period,the Chinese cultural construction and development needs to further deepen institutional reform on cultural management,stimulate the vitality of cultural development,increase the strength of public cultural services and make concrete progress to balance cultural development,strengthen and regulate internet cultural supervision to create a clean,healthy and organized internet cultural space,enrich creative content of cultural innovative industry to produce competitive cultural products,and expand international cultural communication activities to improve international influence and competitiveness of Chinese culture.
