In 2017，Changsha City was honored as International Gourmet City issued by the World Federation of Chinese Catering Industry. It undoubtedly injected needles into the rapid development of Changsha catering industry. It also allows the government to pay more attention and offer more support to the food industry. However，as a large industry with such a high degree of openness，how does the government play a good role as a promoter？How can we integrate and serve Changsha’s food industry in various fields with the current popular platform thinking？This article elaborates on how the government function departments jointly promote the development of regional food industry in the direction of internationalization，such as “platform foundation，platform needs，platform construction，and platform prospects”. It aims to explore the guiding and promoting role of platform-based service models in the development of the catering industry.
