当前,《北京市共有产权住房管理暂行办法》及与之匹配的建设标准体系的公布,标志着北京市共有产权住房制度体系的初步确立。本文从解读《北京市共有产权住房管理暂行办法》入手,辨析北京市共有产权住房制度体系的政策定位,进一步明晰其社会价值,并提供了一个基于居民个人效用最大化的共有产权住房一般定价模型,以确定居民个人持有共有产权住房的最佳时间长度与每月最佳支付金额。最后,在借鉴国内外共有产权住房制度经验的基础上,结合北京市共有产权发展现状,提出北京市共有产权住房制度体系进一步优化发展的方向性政策建议。
<<Nowadays,the tentative management of Beijing’s property ownership housing system and its matching construction standard system have been initially established,marking the initial establishment of the system of public ownership of housing in Beijing. Based on the study of Interim Measures of Beijing Municipality on Shared Housing for Housing,this article attempts to clarify the policy orientation of Beijing’s system of public ownership housing,clarify its social value and provide a general housing for common property based on the maximization of residents’ personal utility Pricing model to determine the best length of time and the best monthly payment for each resident of a communal property. Finally,on the basis of drawing lessons from the experiences of domestic and foreign common property housing systems,this paper proposes the directional policy recommendations for further optimizing the development of the system of housing rights in Beijing.
