近十年,北京市住房租赁市场发展迅速。据估算,2016年北京有760万人口需要租房,这也给房屋中介行业带来了巨大的发展空间,提供了很多就业机会。尽管行业监管机制在不断完善,住房租赁市场仍然存在一些顽疾需要解决。本文借鉴英国的监管经验,提出了合租房许可机制、押金第三方托管、应用无人机查处非法出租等政策建议。
<<In the past ten years,the housing rental market has developed rapidly in Beijing. It is estimated that 7.6 million people need to rent in Beijing in 2016. This provides a huge room for development for the housing agency industry and provides many job opportunities. Despite the continuous improvement of industry supervision,there are still some persistent problems in the housing rental market that need to be resolved. Drawing lessons from the UK’s regulatory experience,this paper puts forward policy proposals such as the permit mechanism of sharing renting,the third party custody of renting deposit,and the use of drones to investigate and deal with illegal rents.
