Gubei town is a successful example of many small town tourism development projects in China. Its success stems from four elements：resources，location，government support and management. The project provides a useful reference for other characteristic towns in management mode，operation mode，investment and financing mode and marketing mode. However，due to different projects，their resources，location and other factors are different，so we cannot simply copy the development mode of Gubei town.
