This report analyzes the situation and main problems in cultural relic resources vacation and utilization，and suggest the innovative method of cultural relic resources vacation and utilization. This report emphasizes that PPP mode should be made full application to solve the practical problems such as single construction and maintenance entity，large funding gap，lack of investment，idle cultural relic resources，difficulty in operation，maintenance and management and so on. This paper also summarizes and extracts five detail application modes，SC，BT，VOT，ROT，VROT modes，in present and future cultural relic resources management sectors.
