Open integration is an inevitable requirement for the sustainable development of urban society，in the aspects of not only economic development but also urban identity and urban culture. An open and integrated urban society promotes population aggregation. The key point is to promote the citizenization of rural-to-urban migrants. The open urban boundary is embodied in the integration of urban and rural development，breaking the obstacle of the seperation of urban and rural instituions. The diversity and inclusion of urban culture pays more attention to the construction of the humanistic city. To realize these purpose，we need to allocate urban basic public services according to the distribution of permanent residents，introduce high-level talents with emphasis on innovation and entrepreneurship，promote free flow and equal exchange of urban and rural elements，and cultivate urban humanistic characteristics.
