In recent years，the “Internet plus”，big data，artificial intelligence，automatic driving，UAV，industrial control system，the rapid development of new formats，to become the new energy economic engine. The sudden emergence of new formats brings challenges to the existing regulatory system and legal system，including the lagging behind the regulatory system，the multiple supervision，and the lack of legal regulations in some new formats. It is suggested that we should strengthen the research of new format law related legal system，keep pace with changes in the situation，start the repair process and legislation process in a timely manner，increase the supply of new format legal system，uphold the principle of tolerance and prudence，and encourage innovation under appropriate supervision.
