This report sorts out a series of science and technology innovation policies promulgated by Beijing's National Science and Technology Innovation Center，and details the construction path of the science and technology innovation center delineated by the “three maps”，and the “1+6” and “new four” policies that Zhongguancun first tried，comprehensive innovation and reform measures in the areas of education，economy，etc. ，in order to activate policy measures on “human and financial resources” formulated in terms of innovation，“three cities and one district”，policy measures for coordinated development of production，education，research，and “28 measures”，and Summarized the achievements made since the positioning of the “National Innovation Center for Science and Technology” in 2014-2017 and the current status of implementation of the policy. Finally，from the two aspects of policy formulation and implementation，we analyzed the problems still existing in the construction of the National Science and Technology Innovation Center in Beijing and proposed corresponding Countermeasures and suggestions.
