党的十九大提出了“树立安全发展理念，弘扬生命至上、安全第一的思想”，同时，国务院办公厅印发的《安全生产“十三五”规划》为今后五年的安全生产工作进行谋篇布局。2017年，国家旅游局共印发了6个涉及旅游安全的通知，发布了11条自然灾害、天气、卫生、安全局势和财物安全等方面的旅游出行提示。安徽、北京、广东、内蒙古、宁夏、山西和大连7个地方修订颁布了旅游条例，每部条例都对旅游安全做出了规定。其中6部地方旅游条例专门设定了旅游安全章节。2018年初，国家旅游局以“底线管理，安全第一”为原则制定并印发了《假日旅游工作导则》，加强对假日旅游安全的引导规范；各级旅游管理部门亦将认真贯彻落实十九大精神，对旅游法律中有关安全的制度进一步细化和完善。
<<The 19th CPC puts forward the idea of “setting up the concept of security development and carrying forward life first and safety first”. At the same time，the State Council issued the “13th Five-Year plan of safe production”. In 2017，the National Tourism Administration issued 6 travel safety notices throughout the year，and issued 11 travel tips on natural disasters，weather，health，safety situation and financial safety. Anhui，Beijing，Guangdong，Inner Mongolia，Ningxia，Shanxi and Dalian have promulgated tourism regulations in 7 places，each of which stipulates the safety of tourism. 6 of the local tourism regulations set a special section on tourism safety. At the beginning of 2018，the National Tourism Bureau strengthen the guide for holiday tourism；tourism authorities at all levels should conscientiously implement the spirit of 19th CPC and refine and improve the tourism security law system.
