2017年我国旅游购物安全事件总量有所下降,政府部门的综合治理取得显著效果。与2016年相比,国内旅游购物投诉数量小幅下降,境外旅游购物安全事件增多,入境旅游购物安全事件数量基本持平。整体而言,旅游购物投诉具有区域集中、类型多样、金额上升等特征。本文首先总结全年旅游购物安全的概况与特点、旅游购物安全管理的主要进展,以及影响2017年旅游购物安全的主要因素;其次以2014~2017年我国旅游购物投诉的统计数据为基础,分析我国旅游购物安全事件的基本规律,并提出管理对策建议:从综合专项整治向系统日常治理转变,完善综合管理体制机制,规范旅行社经营与导游管理,引导游客理性消费,“游购分离”促进旅游购物商店的转型升级,等等。
<<In 2017,the total number of security incidents in China's tourist shopping declined,and the integrated administration of government departments achieved significant results. Compared with last year,the domestic tourist shopping complaints have declined slightly,and overseas tourist shopping security events tended to increase. Inbound tourist shopping security incidents remained basically the same. Overall,tourist shopping complaints have characteristics such as regional concentration,various types,and rising amounts. This paper first summarizes the general situation and characteristics of tourist shopping safety in the whole year,the main progress of tourist shopping safety management,and the main reasons affecting the 2017 tourist shopping safety incidents;secondly,it is based on the statistical data of tourist shopping in China complaints in 2014-2017. The development rule of China's tourism shopping security events,and put forward some suggestions on management strategies:from the comprehensive special rectification to the daily systematic management,improve the comprehensive management system mechanisms,standardize the management of travel agencies and tour guides,guide tourists rational consumption,“shopping separated from tourism”in order to promote tourism transformation and upgrading of shopping stores.
