The establishment of national park institution is a key measure to conduct ecological civilization reformation of the Party Central Committee. It aims to build protected areas authorized by the central government and implemented by government-led management to protect the primitiveness and integrity of natural ecosystems. Giant panda，known as “national treasure”，is a precise endemic species in China. To protect this flagship species of China，the Party Central Committee and the State Council decided to establish a national park in key giant panda habitat，addressing cross-region and inter-department management problems，and reserve the pandas sustainably. In January 2017，“Plan for the Giant Panda National Park Institution Pilot” was issued by General Office of the Communist Party of China and General Office of the State Council，which remarked the commencement of giant panda national park pilot work. At present，a lot of work related to scientific boundary delimitation and function zoning，ecological protection and management mechanism innovation，giant panda and surrounding biodiversity protection intensification，and natural recourses assets ownership determination have been carried out in Sichuan province，Shaanxi province，and Gansu province. At the same time，problems have been encountered. In this paper，we analyzed difficulties in current pilots and put forwards a few suggestions accordingly. The difficulties including the integration of departments，the division of power and responsibilities，as well as financial and legal guarantees. Therefore，we propose to establish provincial level giant panda national park administration during the pilot period，to exercise，on behalf of the central government，the right of natural resource management and spatial management. We also propose to establish a financial mechanism dominated by the central government and supplemented by local government，to explore multiparty participation management patterns，and to conduct legislation trial in local level，in hopes to smoothly proceed the giant panda national park institution pilot.
