Henan’s manufacturing industry has entered the era of high quality development. Innovation has become a major strategic choice for Henan’s manufacturing industry. Henan industry has a solid foundation of manufacturing industry，the green transformation and development of intelligent service has been achieved，with a large number of large and medium-sized enterprises and scientific research institutions called in the domestic and foreign markets，but there is still a certain gap compared with the advanced level both at home and abroad. In the future，the high quality development direction of Henan manufacturing industry needs to build a “five in one” industrial development system，with intelligent manufacturing as the main direction，the fundamental way out is innovation guidance. The government should take the “four batch” as the starting point，guide the direction and task of development work around the innovation，optimize policies and measures，and speed up the innovation and leading work.
