China’s economy has shifted from high speed growth stage to high quality development stage，and is in the key stage of changing development mode，optimizing economic structure and changing growth momentum. With the evolution of China’s development stage，it is necessary to dynamically adjust and optimize the evaluation index and weight of regional industrial competitiveness. On the basis of the previous research，the evaluation report fine-tuning the evaluation index setting，more emphasis on innovation drive，benefit priority，green low carbon and two fusion，as much as possible to ensure the scientificity，objectivity and rationality of the evaluation results. On the basis of collecting the original data of the industrial development of 18 provinces in Henan statistical yearbook of 2017，this report deals with the dimensionless treatment of 24 evaluation indexes，and calculates the index weight according to the expert score，and calculates the score and the comprehensive score of the industrial competitiveness. From the scale of scale，production efficiency，technological innovation，ecological environmental protection，information application and structural transformation，the report shows the latest ranking of Henan’s regional industrial competitiveness，and the industrial competitiveness of Zhengzhou，Luoyang and Xuchang ranks the top three in the province. According to the results of the evaluation，the paper puts forward some countermeasures and suggestions to promote the optimization and upgrading of regional industrial structure，deepen innovation drive，promote the application of intelligent production mode and deepen the reform and opening up.
