With the deepening of China’s network governance according to law，the environment of Internet public opinion is continuously purified and clear，“Netizen come from ordinary people” and “public opinion is online”，have become the new national conditions and the biggest Internet political situation in China. Under the “co-ecology” of social public opinion constituted by the network society and the real society，the interactive practice between two strategies：“governing the country” offline and “the national cyber development strategy” online has created a New Governance System of Chinese society under the “National cyber development strategy” in the New Era，and becomes the key ability of modern national governance system and capability modernization. This report takes the Government Weibo as a research perspective，focusing on the Chinese party and government organs relying on Weibo in 8 years “Internet plus social governance” development practice and related problems，to carry out empirical research and discussion.
