进入21世纪20年代,由移动互联网技术、大数据技术和机器学习技术等构成的数字信息技术革命在加速改变人类社会生产生活方式的同时,也给人类社会的文化生产生活方式带来了革命性的影响。数字信息技术全面渗透到文化生产结构和文化消费结构中,一方面,正在加速改变文化领域的生产形态和分配形态,导致文化领域深层结构的变化;另一方面,正在加速形成的以手机为载体的居民文化信息和文化娱乐消费习惯,导致了文化组织方式即表层结构的深刻变化。文化领域里层结构和表层结构的衔接与相互强化,形成了推动文化行业既有生产、分配和消费形态的迭代进化的强大动力,对中央与地方政府提出了数字信息技术下优化文化行业治理的重大命题。这就要求从国家宏观层面上,将信息技术作为效率手段的思维转变为大系统结构思维,同时要区分传统型、混合型、技术主导型三种基本文化业态,建立文化领域的分类管理策略。
<<In the 1920s,the revolution of digital information technology,which is composed of mobile internet technology,big data technology and machine learning technology,not only accelerated the change for the production and life style of human society but also had a revolutionary impact on the cultural production and lifestyle of human society. The full infiltration of digital information technology in the structure of cultural production and the structure of cultural consumption is on the one hand accelerating changes in the patterns of production and distribution in the field of culture and leading to changes in the deep structure in culture area. On the other hand,the acceleration in the formation of the habits of resident cultural information and cultural entertainment consumption that use the mobile phone as a carrier,caused a profound change in cultural organization. The cohesion and mutual reinforcement of the inner and outer structures in the field of culture have formed a powerful impetus to the iterative evolution of the existing production,distribution and consumption patterns in the cultural industry. They have proposed a major proposition to the central and local governments to optimize the management of the cultural industry under the digital information technology. This requires from the national level,a transformation in the thought regarding information technology as an efficiency measure into big system structure thinking,at the same time divide the cultural formats into three basic type:traditional,intermediate and technical; and establish a classification management strategy for the cultural field.
