Since 2017，Henan has streamlined government administration and approval system of investment and the commercial system etc，and deepened the reform of “FangGuanFu”. As a result，it effectively stimulated a new growth driver of innovation and entrepreneurship. In view of the new situation of well development in terms of new technology，new industry，new business format and new model，it is necessary that government to construct a prudential supervision mechanism to embraces innovation，clarify the scope of prudential supervision，reduce the government's excessive and irrational intervention，and improve the level of government governance system and the modernization of governance capability.
