Promoting the full integration of innovation elements and industrial elements is an important link in boosting Henan innovation and entrepreneurship and further implementing innovation driven development strategy. From the two dimensions of innovation elements enrichment and bearing capacity of industrial elements，this study constructs a theoretical model to measure the level of integration between regional innovation elements and industrial elements. On this basis，the region is divided into four types according to the integration degree of innovation elements and industrial elements，and then the model and the approach for the integration of different types of regions to promote the integration of the two parties are put forward. Finally，combined with the objectives of regional innovation elements and industrial factors integration，this study offers some suggestions to promote the full integration from the follow four aspects，open innovation，scientific and technological financial services，Industry-university-research cooperation and innovation investment.
