The effective link between building civilized cities and cities' “ecological restoration，urban improvement” is a key factor to hundred cities' upgrading in Henan. It is also an important step to further implement General Secretary Xi Jinping's important measures for Henan to play well the “four cards”. Henan should aim at the creation of civilized cities，take the cities' “ecological remediation，urban improvement” as the key project and promote the coordinated development and effective connection between those two projects. In addition，Henan should improve the hundred cities' upgrading and construct a sound ecological environment for innovation and entrepreneurship through the system and mechanism innovation.
