This paper selects the U.S. manufacturing sectors as the study subjects from 1999 to 2016，and focus on the development characteristics and motivations of intra-industry direct investments’（IIDI）between U.S. and other 26 countries that including developed and developing countries. The study found that technology exploiting（or technology sourcing）motivation and location advantages have a good explanation for IIDI’ formation，the IIDI mainly occurs between developed countries and high R&D intensive degree of industries，it is suggested that the IIDI is an important mean which seek the balance of power or maintain the competitive advantage for each other between the developed countries’ multinational companies.
