“投资伙伴计划”是特梅尔就任临时总统后着眼于巴西经济发展疲软态势所实施的经济发展战略。该计划作为新政府的重要施政方略，已经设定了清晰的指导原则、完善的组织机构、多样化的投资方式、涵盖地域范围广泛的多种项目。该计划开启了新政府的政府体制改革进程，强化了恢复经济发展的决心，引发系列改革的高潮。鉴于此，中国政府应该实现与巴西发展战略的对接，引导中国企业抱团投资巴西，强化巴西中资企业协会与巴西政府的谈判能力。
