China’s economy has entered a new stage since the 18^th National Congress of the CPC，therefore，the supply-side structural reform is much urgent. New challenges of industrial upgrading appear in various fields，and industrial cultivation has become an important issue which people cannot steer clear of. On the basis of industrial zone，the paper makes exploration on the subject of how to realize industrial cultivation and development revolving around talents aggregation. This article starts with the main body of industrial cultivation——specialized zone，then enumerates the shortcomings of talents introduction in the process of industrial cultivation，and sums up some patterns from the operation experience of specialized zone. Finally，targeted solutions to the problems of high-level talents introduction in the cultivated industries that mentioned in the paper are discussed，and approaches of practical exploration are provided.
