In the reports of the Nineteenth National Conference of Chinese Communist Party，the General Secretary Xi Jinping addressed to build a knowledge-based，skilled and innovative work force，to promote the spirit of representative workers and outstanding craftsmen，to create a social norm to respect workers and dedicated working attitude，to carry out vocational skills training on a large scale，and to solve the structural unemployment issues. This article starts from the social and economic situation of Sichuan province，explains the urgency and necessity of cultivating vocational and technical talents and describes the current situation of vocational skills talents in Sichuan province. Based on the realities of Sichuan province and advanced practices in occupational skills training in developed countries and developed provinces in eastern China，this article provides practical policy recommendations for Sichuan Province.
