Since 20th century，the major developed economies have designed and implemented a series of international education，employment and immigration policies aiming to attract international talents，in particular，high level international talents. With the rapid development of Chinese economy，a regional competition over international talents has been kicked off，evidenced by the emerged talent war between the new first-tier cities（Chengdu，Xi’an and Wuhan）. At present，the competition over international talents has entered into a new stage，creating a multi-dimensional situation. Sichuan is becoming a new choice for international talents seeking long-term career development and settlement. The comparative study of Sichuan’s international talent competiveness adopts the comprehensive evaluation index method. It compares Sichuan’s international talent competiveness with that of Beijing，Shanghai，Guangdong and Jiangsu based on relevant qualitative and quantitative indicators，so as to evaluate Sichuan’s position in the regional competition over international talent and put forward policy advice on how to improve Sichuan’s international talent competiveness.
