The construction of “Guangdong-Hong Kong-Macau Greater Bay Area” has become a national-level development strategy. Building the World Tourism and Leisure Center is one of the main positioning of Macau to participate in the construction of the Bay Area. After returning to China，with the support of the country and the relevant provinces and cities，Macau’s tourism and leisure industry has made considerable progress，but it has also been severely constrained by problems such as insufficient resources，relatively backward infrastructure，a single passenger structure，and limited city capacity. Against the background of the construction of the Bay Area，the tourism and leisure industry in Macau will usher in an unprecedented opportunity for development. On the basis of emancipating the mind，being prepared，and mutually beneficial cooperation，the government should improve infrastructure construction，optimize the structure of tourism products，give full play to the related advantages of the gaming industry，actively expand the physical space for tourism and leisure and highlight Macau’s cultural characteristics，achieve interconnection with the Mainland and Hong Kong. In the process of building a world tourism and leisure center，we will use Macau’s comparative advantages to actively integrate the tourism and leisure industry in the Greater Bay Area，comprehensively improve the competitiveness of the Macau tourism and leisure industry，and promote the tourism and leisure industry in Macau to a new level.
