本报告系统梳理了近年来北京市社区图书馆的发展现状，其主要表现为基础设施水平大幅度提升、运营模式有所创新、现代化程度不断提高和相关延伸服务逐步增多等，但也存在环境、功能、运作模式和管理方面的问题。为此，本报告建议推动图书馆建设与社区特点相结合，创立特色品牌；创新运作模式，强调可持续性；完善服务功能，提升传播效能。
