The Report at the 17th National Congress of the Communist Party of China（CPC）shows that the Chinese government attaches great importance to the development of social work personnel and gives them great expectation in building a socialist harmonious society.This paper puts great emphasis on the practical analysis of the development of Shanghai social work personnel，for the purpose of providing some suggestions and references for the development of China’s social work personnel.The paper first makes a brief review of the development history of Shanghai social work personnel，then sums up the good experiences and practices in term of the innovation of administrative system，organizational framework，mechanism of talents usage and platform of personnel services，and analyzes the existing problems of the development of Shanghai social work personnel.At last，the paper clearly defines the objectives in promoting the development of Shanghai social work personnel，and provides some possible measures to realizing the above objectives. <<
