In order to strengthen the mass entrepreneurship and innovation activities and international integration，this report has further expanded the research area and explored the development of international innovation and entrepreneurship. The international innovation index system，the international mass entrepreneurship and innovation city（regional）rankings，the comparative analysis of the international mass entrepreneurship and innovation index structure are included. In terms of the international innovation index，it explored the connotation and structure of the five index systems of the Global Innovation Index，the Global Innovation Cities Index，the Global Entrepreneurial Observation Index，the Global Entrepreneurship Ecology Index，and the Global Entrepreneurship Index，and analyzed the index rankings. At the same time，some specific mass entrepreneurship and innovation indicators were compared internationally and it was found that China’s mass entrepreneurship and innovation resources and knowledge-creating capabilities continued to increase；various types of mass entrepreneurship and innovation carriers were abundant and maintained a growth trend，and the overall situation of mass entrepreneurship and innovation was stable and good.
