To further understand the development and change of the national cities’ innovation and entrepreneurial competitiveness，this report learn from domestic and international theories and methods concerning index construction and index evaluation，it will construct the evaluation model of “mass entrepreneurship and innovation index” from the three dimensions of the city’s environmental support，resource capabilities，and performance value and will utilize three first-level indicators，nine second-level indicators and 30 third-level indicators to measuring the “mass entrepreneurship and innovation index” of each sample city. From the perspective of cities，the entire development of mass entrepreneurship and innovation of our country is good，at the same time there are some obvious stratifications，few major cities have a strong development，most cities still have a huge room to improvement.
